ท่านที่ติดตาม เพจ ของ TICA มาโดยตลอดคงจะผ่านหูผ่านตา “โครงการจัดตั้งศูนย์เรียนรู้การเกษตรอย่างยั่งยืนตามหลักปรัชญาของเศรษฐกิจพอเพียงที่วิทยาลัยเทคนิคกสิกรรมดงคำช้าง”
คงจะทราบแล้วว่า โครงการนี้อยู่ที่นครหลวงเวียงจันทน์ และถือว่าเป็นโครงการแรกๆ
ที่ TICA ได้น้อมนำหลักปรัชญาของเศรษฐกิจพอเพียงที่ในหลวงรัชกาลที่
9 ได้พระราชทานให้คนไทยไปประยุกต์หรือปรับใช้ใน สปป.ลาว
เราชาว TICA ก็เช่นกันค่ะ ได้ยินได้ฟังมาตลอดเกี่ยวกับความสำเร็จของโครงการนี้จากเล่าเรื่องหรือการบอกกล่าวจากคนที่เคยไปเยี่ยมไปชมมาแล้ว
อย่างที่เราเคยบอกว่า เสน่ห์การทำงานของ TICA คือ เรามีความหลากหลายของบุคลากรที่ทำงานด้วยกัน
ไม่ว่าจะเป็นนักวิเทศสหการ นักการทูต เจ้าหน้าที่การเงิน เจ้าหน้าที่พัสดุ แต่ละคนก็มีบทบาทหน้าที่ที่ต่างกัน
บางคนก็ทำงานมานานจะเกษียณอยู่แล้วยังไม่เคยเห็นผลสำเร็จของโครงการของ TICA

36 คน ลงพื้นที่โครงการ แต่ไหนๆ จะไปทั้งทีไปเฉพาะ TICA ก็คงจะไม่ดีมั้ง โครงการดี ๆ แบบนี้ เราก็ควรชวนภาคีอื่นๆ ร่วมไปด้วยเพื่อให้เกิดการบูรณาการในการทำงาน
รวมทั้งสร้างเครือข่ายระหว่างกัน เราจึงชวนกรมเศรษฐกิจระหว่างประเทศ กรมองค์การระหว่างประเทศ

ครั้งนี้เราโชคดีมากที่ได้มีโอกาสได้เข้าพบเอกอัครราชทูต ณ เวียงจันทน์
นายเกียรติคุณ ชาติประเสริฐ และทีมงานของสถานเอกอัครราชทูต ตามมารยาทเราก็ต้องไปเยี่ยมคารวะท่านทูตเพื่อรายงานว่าเรามาทำอะไรบ้างเพื่อให้ท่านทูตได้รับทราบ
และให้แนวทางการทำงานหรือข้อเสนอแนะในการทำงานกับ สปป.ลาว ในฐานะที่ท่านเป็นหัวหน้าทีมประเทศไทย
หรือเป็นตัวแทนของประเทศไทยใน สปป.ลาว หลังจากนั้น ท่านทูตได้กรุณาเลี้ยงอาหารกลางวันให้คณะเราด้วย
รวมทั้งอีกคณะที่มาวางแผนงาน 3 ปีของ
TICA ซึ่งมีนายบรรจง อมรชีวิน รองอธิบดี TICA เป็นหัวหน้าคณะ และมีผู้แทนกระทรวงเกษตรและสหกรณ์และกรมเอเชียตะวันออก
ในโอกาสนี้ ขออนุญาตเป็นตัวแทนของพี่ๆ น้องๆ TICA กราบขอบพระคุณท่านทูต

จากนั้น
เราก็ได้เดินทางไปวิทยาลัยกสิกรรมดงคำช้าง เราได้รับการต้อนรับอย่างอบอุ่นจากอาจารย์บุนมา
ผู้อำนวยการวิทยาลัยกสิกรรมดงคำช้าง และคณะครูของวิทยาลัย ถึงแม้ว่าวันนี้จะเป็นวันหยุดแต่ผู้บริหารและอาจารย์ของวิทยาลัยฯ
ก็มาต้อนรับคณะของพวกเราอย่างเต็มใจ ครั้งนี้ เราได้ฟังการบรรยายความเป็นมาของศูนย์เรียนรู้ฯ
แห่งนี้ ซึ่งโครงการนี้มีวัตถุประสงค์ 3 ข้อ คือ (1) เพื่อตั้งศูนย์เรียนรู้ฯ (2) เพื่อให้ศูนย์เรียนรู้นี้เป็นต้นแบบให้แก่วิทยาลัย/โรงเรียนในสังกัดกรมอาชีวศึกษา
และ(3) เพื่อพัฒนาวิทยาลัยฯ ให้เป็นแหล่งเรียนรู้ในชุมชนด้านเกษตรอินทรีย์ที่มีความพร้อมสำหรับการให้บริการวิชาชีพ
การฝึกอบรม การศึกษาดูงาน
ปัจจุบันศูนย์เรียนรู้แห่งนี้
ได้สิ้นสุดระยะเวลาโครงการแล้ว ซึ่ง TICA และวิทยาลัยฯ โดยตั้งศูนย์เรียนรู้ฯ
ที่ได้ทำหน้าที่บรรลุวัตถุประสงค์ทั้ง 3 ข้อแล้ว โดยเฉพาะการเป็นต้นแบบของวิทยาลัยอาชีวศึกษาใน
สปป ลาวในด้านการเกษตรแบบยั่งยืน ขณะนี้ได้มีการขยายผลไปยังแขวงคำม่วน และแขวงเซกองแล้ว
และในปี 2563 จะขยายไปยังแขวงไซยะบุรีและบ่อแก้ว ต้องเรียนให้ทุกๆ
ท่านทราบก่อนว่า ในระยะเริ่มต้นทางวิทยาลัยได้ให้ความสำคัญกับการสอดแทรกให้ฐานเรียนรู้ทั้ง
22 ฐาน ซึ่งจะสอดคล้องกับวิชาที่สอน เพื่อให้ศูนย์เรียนรู้แห่งนี้
เป็น “ห้องเรียนที่มีชีวิต” ของน้องๆ นักศึกษาวิทยาลัย และในปัจจุบันได้กลายเป็นห้องปฏิบัติการหรือโครงการวิจัยของอาจารย์ผู้สอนที่ไปเรียนต่อในระดับปริญญาโท/เอก
เพื่อเป็นการวิเคราะห์วิจัยและทดลองในด้านปลูกพืชและเลี้ยงสัตว์อีกด้วย
แต่ความสำเร็จที่เกิดขึ้นเป็นเพียงจุดเริ่มต้นของการตั้งศูนย์เรียนรู้เท่านั้น
ก้าวย่างต่อไปที่ท่านจิดตะกอน สีชานน รองผู้อำนวยการวิทยาลัยกสิกรรมดงคำช้างได้บอกกับเราคือ
ศูนย์เรียนรู้แห่งนี้จะต้องขยายผลไปสู่ชุมชน และทำให้ที่วิทยาลัยเป็นวิทยาลัยที่ผลิตสินค้าเกษตรอินทรีย์หรือปลอดสารพิษ
รวมทั้งเป็นวิทยาลัย zero waste อีกด้วย
จากการรับฟังการบรรยายทำให้เราทราบว่า
ศูนย์เรียนรู้ที่วิทยาลัยเทคนิคกสิกรรมดงคำช้างนี้ได้ดำเนินการตามนโยบายกระทรวงศึกษาธิการและกีฬาลาวที่ต้องการให้เยาวชนลาวสนใจเรียนเกษตรมากขึ้นจากเดิมปีละ 220 คน ปีนี้เพิ่มขึ้นเป็น 300 คน นอกจากนี้ ผู้บริหารของวิทยาลัยมีวิสัยทัศน์ที่สุดยอดคือ มีการสร้างเครือข่ายทั้งในและนอกประเทศ
รวมทั้งแสวงหาความร่วมมือจากแหล่งผู้ให้ต่างๆ เพื่อนำมาเสริมต่อหรือต่อยอดความร่วมมือที่มีอยู่ให้เกิดประสิทธิภาพมากที่สุด
รวมทั้งความชัดเจนในเป้าหมายที่จะก้าวไปข้างหน้า
จากนั้นเราได้ลงเยี่ยมชมพื้นที่โครงการไปดูแปลงผักปลอดสารพิษ
แปลงปลูกแคนตาลูปที่ต้องรอคิวนะจ๊ะหากอยากจะลิ้มรส หรือการปลูกผักสวนครัว หรือมะนาวในกระถาง
นอกจากนี้เราก็ข้ามสะพานมิตรภาพที่เป็นสะพานเชื่อมระหว่างกลุ่มปลูกฝังและเลี้ยงสัตว์เพื่อไปดูการเลี้ยงสัตว์
คอกหมู คอกไก่ คอกแพะ ซึ่งเป็นสัตว์เศรษฐกิจของลาว บ่อปลา บ่อกบที่มีหลายคนได้เรียนรู้การแยกเพศกบด้วย
ก่อนจะลากลับประเทศไทย เราก็ได้มีการถอดบทเรียนที่เราได้รับจากการดูงานในครั้งนี้ว่า
หากเราใช้หลัก 3 ห่วง 2 เงื่อนไขมาอธิบายเราจะจัดลงแต่ละกล่องความรู้อย่างไร และกระบวนการคิด การพัฒนาทำอย่างไร
การเข้าใจ เข้าถึงและพัฒนาที่เค้าพูดๆ กัน คือ เค้าทำกันอย่างไร ซึ่งการถอดบทเรียนนี้

วิถีชีวิต ศิลปวัฒนธรรม รวมทั้งประวัติศาสตร์ของ สปป.ลาว อย่างรวดเร็ว คือ การเรียนรู้ผ่านการเยี่ยมชมสถานที่สำคัญๆ
ของ สปป.ลาว เช่น วัดพระธาตุหลวง ประตูไช พิพิธภัณฑ์หอพระแก้ว และวัดสีสะเกด
ณ เวลานี้ พวกเราทุกคนได้เดินทางกลับถึงกรุงเทพโดยสวัสดิภาพแล้ว
